The process differs greatly depending on the type of development you are undertaking and the location you are in. Please select the type of activity you are considering undertaking.
Land Use, Discharge Permit and Water Permit
Step 1 - Prepare the application to subdivide and apply for Resource Consent
Have a meeting onsite to discuss the possibilities
Check the certificates of title
Review District Plan and check zoning and any other interests in the land
Investigate existing services (power, telecom, sewer, storm water, water etc.)
Investigate existing survey information
Prepare the scheme plan
Prepare subdivision consent application and submit to Council
Step 2 - Processing the Application by the Council
If the application is considered on a non-notified basis allow 20 working days for a decision from the Council. Contact us to discuss the procedure for a notified application.
Applicant has 15 days from date of consent to make an Objection to any conditions of consent.
Summary of conditions and outline of what the client needs to do.
If applicable, applicant's lawyer and real estate agent are notified of the decision.
Step 3 - Land Transfer Survey
Carry out field survey, pegging of boundaries and traversing.
Calculations confirming accuracy.
Prepare Cadastral Survey Dataset (Land Transfer Plans) in Landonline.
Obtain from Council a Section 223 Certificate for completed plans. In many situations a joint Section 223 and 224c application is made.
Lodgement of the Section 223 completed plans to Land Information New Zealand (LINZ)
Step 4 - Completion of Subdivision Consent Conditions
At this stage a client can either choose to deal with fulfilling their conditions or the staff at Absolute Land Solutions can do this for them. The installation of many of the services can be managed by the client with minimal contact with us. However it is important if our client chooses to deal with things themselves that they keep us informed of progress.
Either the client or Absolute Land Solutions is responsible to complete the Resource Consent Conditions (client chooses).
- Services arranged for installation of 3rd Party services (phone/power/water etc..)
- Quotes/Services obtained and installed for any engineering or construction services (driveway etc..)
- Quotes/Services obtained to prepare engineering 'as built' plans
Complete any other conditions on the Resource Consent
Ensure that the Council consent conditions have been met and inform us
Ensure that the financial contributions to Council have been paid
Request a 224c Completion Certificate from Council (sometimes applied with section 223 approval).
Forward 224c Certificate to Solicitor with all relevant information (sometimes applied with section 223 approval).
Step 5 - Lodgement of Plans with LINZ - to obtain New Certificate of Title
Upon receipt of the 224c Certification your Solicitor will then lodge the legal documentation with Land Information New Zealand
Land Information New Zealand grants approval, then deposits the plan
New Certificate of Title is issued

Carry out any setting out required for structures.
Comply with all the conditions.
Receive any Council sign off approvals required.
